GIS Officer, Malawi

Job description
The GIS officer will be responsible to provide the technical support related to GIS activities that are included in all the projects implemented by COOPI in Malawi and the one linked to the Regional GIS program (funds from ECHO, UNDP, UNICEF).
  • Conduct under the supervision of the country director GIS related survey/ies, analysis and reporting.
  • Statistic Data analysis.
  • Produce detailed and quality maps in various format.
  • Contribute to development / enhancement of GIS databases used / developed by COOPI and or partners.
  • Provide on-going and on field support to COOPI's team and COOPI's partner in all activities related to GIS.
  • Provide basic training to various NGOS and other institution staff.
  • Support / enhance the file keeping system of GIS related information.
  • Database programming (all COOPIs output must be rigorously open source and free software when delivered to the supervisor)
  • Technical support to the development of WEB GIS structures.
  • Support the M&E officer of COOPI to develop appropriate GIS database and maps for the M&E system.
  • Support the CD to write quality report / proposal to donors.
  • Represent COOPI in technical and / or institutional meetings related to GIS

CARANA is seeking a dynamic and innovative Chief of Party for an upcoming multi-million dollar USAID-funded agricultural and enterprise development project in Malawi. The project will aim to increase the competitiveness of Malawi's private sector, reduce poverty and increase food security through the development of competitive agricultural value chains that engage the poor.
Candidates for this position should be senior level professionals with a proven track record of successfully implementing and managing agricultural, food security, or nutrition programs in countries with a socio–cultural and economic situation similar to Malawi. The COP will be responsible for oversight of the entire project, and will be required to work with various stakeholders, including high level government and USAID officials.
Minimum Qualifications:
  • Master's degree in agriculture, business, trade or other relevant graduate degree;
  • At least 10 years of technical or managerial experience in value chain development, competitiveness or market information systems programs in African countries;
  • Demonstrated excellent communications and writing abilities and superior interpersonal and cross-cultural communication skills;
  • Extensive knowledge of USAID administrative and procurement practices;
  • Demonstrated experience in developing and managing alliances with the private sector and counterparts at the highest levels of government;

Regional Coordinator-Southern Africa, Lilongwe

If research management and coordination, applying research results for development, fund raising and partnering are your strengths then you are probably the person we are looking for! Southern Africa has exciting agroforestry opportunities for such work. Based in Lilongwe, you will cover Malawi, Mozambique, Zambia and Zimbabwe, with possible outreach to other countries in the sub-region. You will report directly to the Deputy Director General, Partnerships and Impact.

Your Duties and Responsibilities will include

1. Research and Development Planning and Delivery.
  • To refresh the strategy and programme for agroforestry in the region in consonance with ICRAF's vision and strategy and contextual realities in the mandate countries;
  • To spot opportunities and mobilize resources to support the research and development agenda for the region;
  • To contribute to the design, coherence and implementation of ICRAF's global research projects within the region;
  • To manage regional staff/teams and resources for successful delivery of planned outputs, both in terms of quality and quantity (especially International Public Goods); and to carry out own research and publishing in this context;
  • To organize and facilitate in collaboration with national partners the strengthening of capacity for agroforestry to be included and implemented in development strategies at all scales (from policy to institutions and programmes); and
  • To create a conducive environment for science to thrive and attract students, senior fellows and postdoctoral scientists to collaborate with ICRAF;

2. Partnerships and Institutional Brokering.

  • To represent the World Agroforestry Centre in scientific, diplomatic and other forums in the region, in countries and internationally.
  • To initiate and maintain collaborative arrangements between World Agroforestry Centre and strategically-chosen partners at regional and country level.

3. Administrative aspects

  • To provide direction and oversight for the region's contributions to ICRAF's annual planning and management process e.g. the annual science Meeting, medium term plans, and Plan of Work and Budget.
  • To lead the development of a bi-annual regional operational plan that integrates dimensions of regional science, regional management and regional finance.
  • To guide, mentor, motivate and evaluate performance of regional staff/teams;

Requirements

  • PhD in agriculture, agroforestry, forestry, or natural resource sciences, preferably with a focus on agroecosystems.
  • A minimum of 10 years post PhD experience working in the area of research and/or education in agriculture or natural resources; of which at least 4 years in developing countries, especially in Africa;
  • Natural instinct for research and its application to solve development problems, with some experience in achieving impact
  • Some experience in leading or coordinating a multi-country, multi-institutional research project
  • Experience in supervising staff and in mentoring young scientists
  • Substantial publishing record with publications in or related to agroforestry;
  • Evidence of capacity to mobilize resources;
  • Proof of positive experience to manage a large programme, staff and teams
  • Good communication skills in English is absolutely necessary; knowledge of Portuguese or other languages is an advantage
  • Familiarity with CGIAR and partnering will be an advantage.

Climate Action Intelligence Consultancy Vacancy Announcement (Firms/Institutions/company), no individual applicants, Lilongwe, Malawi

Background

The Government of Malawi, through the Ministry of Development Planning and Cooperation (MoDPC), with support from the Japanese Government and the United Nations Development Programme, is implementing a two-year project: Building Capacity for Integrated and Comprehensive Approaches to Climate Change Adaptation in Malawi (AAP Malawi). The objective of the project is to enhance Malawi's existing climate initiatives by strengthening capacity for long term investment in, and management of climate-resilient sustainable development. This will be achieved through the realisation of the following five outputs:

  • Dynamic, long-term planning mechanisms to manage the inherent uncertainties of climate change introduced;
  • Leadership capacities and institutional frameworks to manage climate change risks and opportunities in an integrated manner at the national and local levels strengthened;
  • Climate-resilient policies and measures implemented in priority sectors;
  • Financing options to meet national adaptation costs at national and local levels expanded;
  • Knowledge on adjusting national development processes to fully incorporate climate change risks and opportunities generated and shared across all levels.

A major challenge that faces the Government of Malawi in implementing several of these outputs is the need to understand the complex network of actors engaged and activities initiated on climate change. Such information should be captured through dynamic visual representations which capture the complexity of climate change actors and initiatives on the ground, by way of ensuring a timely, accurate and updated comprehension on climate change trends at all times.

Objectives of the Consultancy:

The overall purpose of the assignment is to:

  • Map the climate change actors, activities, projects, programmes and trends currently underway in Malawi;
  • Develop and transfer analytical capacity to understand current socio-economic trends between actors and actions in climate change (which is herein referred to as 'business intelligence') to support and inform decisions for efficient and effective development climate change related decisions and investments;
  • Develop an information/ knowledge platform and public output of this information.

Duties and Responsibilities

Specific assignment:

In carrying out the exercise the Consulting Firm shall:

  • Assist the AAP team and relevant stakeholders with identifying the most relevant methodologies and products to map climate change actors, activities, projects, programmes and trends and to support national decision making processes with specific reference;
  • Assist the AAP team and relevant stakeholders with extracting the information required for this dynamic mapping exercise;
  • Assist the AAP team and relevant stakeholders with developing visual representations of the information extracted;
  • Provide the AAP team and relevant stakeholders with ongoing coaching and technical guidance to ensure the development of analytical skills and the transfer of ownership of the identified methodologies and products;
  • Advise on the relevant institutional structure to ensure the long term sustainability and dissemination of the skills learned and the technologies transferred;
  • Formulate preliminary recommendations on the management of the information/ knowledge platform and public output of this information as a next phase;
  • Work closely with the AAP Manager and team assigned to the above mentioned tasks, as well as with the AAP regional component based in Dakar, which will be providing additional technical guidance on the process.

Expected outputs and deliverables:

The Consulting Firm is expected to produce the following deliverables:

  • Initial 'project design' report making recommendations on the most relevant methodologies, processes and social analysis and information management tools;
  • A package of compatible and customisable social network analysis, visualisation tools and information management tools to be used by the AAP team and relevant stakeholders to best inform co-ordination and planning mechanisms, knowledge-management and implementation of specific activities as endorsed in 2011 AWP;
  • A 'manual' prepared for Malawi Team and relevant stakeholders explaining how the intelligence process and information management tools should be used in county for maximum effect;
  • Interim report following an in-country visit summing up progress to date, opportunities and challenges and recommendations on the way forward.

Competencies

  • A good understanding of the key challenges faced by developing countries in managing the complexity of data related to the actors and agencies involved in climate change;
  • A track record of success in undertaking this type of work in developing countries is essential;
  • Previous experience of using the outputs from analytical models to develop to assist the development of policy making, leadership development or decision-making within government would be an added advantage;
  • Strong communication skills to share the results and benefits.

Required Skills and Experience

  • A minimum of an advanced degree in organisational science, organisational behaviour, information management, business intelligence or related fields;
  • Proven experience in mapping and /or visual representation and management of institutional actors, agencies, programmes and activities in specific technical fields and management of complex data is essential;
  • Experience working within the development community, experience with UNDP and the UN system is an asset;
  • Experience working in the African region.

Duration:

The Consultancy firm shall work for a total of 35 person days spread over a period of 4 calendar months. This may entail 2 trips of 2-3 weeks to Malawi for consultation and analysis, plus reporting and writing at home base.

Contract Details: 2 year contract, accompanied, Grade B. Start date: ASAP Job Purpose: The Conservation Agriculture Co-ordinator will give technical support to a National CA Coordinator in each country, and generally coordinate the management of this project across the two countries of operation – Zambia and Malawi, ensuring that the project is implemented according to the agreed proposal and contract. The Co-ordinator will use the methodologies, learning and skills from other successful experiences of CA, including Concern's CA project in Zimbabwe, to plan and implement the project in Zambia and Malawi. The CA Coordinator will provide technical support and training to the field staff of Concern and partners in the two countries and provide support to the relevant ACDPs and Program Managers in planning, resource allocation and budgeting. The CA Coordinator will manage the collection and analysis of M & E data and prepare reports to Accenture (the donor) as required. The project will also be working closely with relevant service providers to test the use of digital data gathering devices for field surveys. The Coordinator will use the data from the project to influence national and regional policies on CA and to generate learning for other countries that are planning to introduce CA projects. Coordinate with national, regional and global organizations promoting CA for sharing experiences and learning, and to advance Concern's interest and the visibility of Concern's successes in CA.
Main duties & Responsibilities:
  • Manage the overall implementation of the project as agreed in the proposal and contract
  • Ensure that the project is designed, managed and implemented in accordance with Concern policies, strategies, and that cross-cutting themes are mainstreamed.
  • Coordinate reporting on project activities across both countries to ensure optimal quality and timely submission of reports for Concern and external donors
  • Identify key learning from other successful CA projects including Zimbabwe CA project that can be used in Zambia and Malawi.
  • Assist the Zambia and Malawi Concern and partner staff to roll out the CA project (work plans, equipment, inputs).
  • Assist ACDPs and FIM managers to prepare and manage programme budgets.
  • Based on field experience and changes in the local context, propose changes to the project and budget revisions that will help quality project delivery and attainment of the project objectives.
  • Ensure that Concern and partners have sufficient human resources for the programme to meet its objectives.
  • Arranging technical training in CA and familiarisation visits for Concern and partner field staff and government staff.
  • Technically supervise full time CA staff and contribute to their performance review for objective and results based technical management of field staff.

Purpose:

Qualification:

General Description of Programme: Malawi is one of the poorest countries in the world. There are chronic problems of hunger and alarming HIV and AIDS prevalence rates. Over one fifth of all people are not able to meet their minimum nutritional requirements while approximately 12% of the adult population (15 to 49) are living with HIV/AIDS. With one of the highest adult HIV prevalence rates in the world, the epidemic has exacerbated social problems as diverse as food security and human resource capacity.
GOAL has been implementing programmes in Malawi since the food crisis in 2002 when the organisation ran food distribution programmes as part of a consortium of agencies. GOAL's current programme sectors in Malawi include HIV and AIDS; Nutrition; Livelihoods; WATSAN; and Disaster Management.

General Description of the Role: The Country Director will be responsible for the overall management, implementation and development of the GOAL Malawi programme
Key Duties

Program Manager II Disaster Risk Reduction Technical Quality Coordinator, Blantyre, Malawi

Background: CRS/Malawi's largest project is the Wellness and Agriculture for Life Advancement ((WALA). This is a five-year Multi-Year Assistance Program (MYPA) which began in June 2009. WALA is funded by USAID's Food for Peace Office (FFP) and has seven (7) participating PVOs implementing a comprehensive food security project in eight southern districts of Malawi. Experience has shown that a well prepared disaster preparedness plan developed in partnership with communities whereby a community develops its own disaster management plan in advance of potential disasters; will mitigate and reduce the impact of a disaster. In order to ensure that targeted communities have mechanisms for disaster preparedness, response and mitigation, WALA will be working with community based organizations in developing plans for mitigation measures and develop communities' capacity to respond to shocks. In addition, WALA is responsible for developing a disaster preparedness plan to define how each of the PVOs will respond should a disaster occur and to ensure that the capacities, roles and responsibilities among all WALA PVOs are mutually understood. Each WALA PVO is responsible for providing technical expertise for different sectors under the MYAP. For each of the three strategic objectives of the project a Technical Working Group (TWG) led by a Technical Quality Coordinator (TQC) has been established to ensure that the objectives are achieved and to support program quality and adherence to agreed implementation strategies and plans. The TWGs provide opportunities for cross-learning as well as technical advice and support to the consortium. The working groups meet regularly to discuss and exchange information about technical issues affecting the implementation of activities, conduct field visits to learn from one another where necessary, and advise the Coordination and Technical Capacity Hub (CATCH) accordingly. The working groups endeavour to foster partnerships with other stakeholders particularly; those supported by USAID Mission and the GoM line ministries.
Job Summary: The Technical Quality Coordinator (TQC) for DRR is responsible for ensuring the provision of adequate technical support to the DRR interventions of all seven PVOs to maintain coordinated programming throughout Malawi. 100% of the TQC's time will be committed to technical assistance to WALA. The TQC is responsible for leading the DRR Technical Working Group (TWG). CRS is looking for a suitable qualified candidate who can work with the WALA team at CATCH in providing technical backstopping, developing strategic guidelines and standards of operation for WALA DRR.

Key Responsibilities:
  • Manage the WALA consortium livestock activities to ensure the realization of WALA consortium livestock objectives. These include:

Supply and Logistics Officer, Malawi

Purpose:

Under the direct supervision of Supply/Logistics Specialist, the incumbent administers the supply operations of a relatively simple nature and limited impact, requiring basic professional technical expertise in support of operations and programme objectives. Responsible for effective planning, contracting, procurement, distribution, and inventory management of UNICEF's supplies, in support of the Country Programmes and operations.

Qualification:

University degree in Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting. Educational qualification in relevant areas (transport or logistics operations/management, supply change management, etc.) Two years of relevant professional work experience. Both national and international work experience in supply, logistics, purchasing, contracting and administration and/or other related fields. Work experience in emergency duty station. Fluency in English and another UN language.

Key Expected Results:

1.Provide rapid and relevant assistance and support to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.

Support the logistics and supply planning process through active coordination with Programme Sections. The incumbent shall provide input and technical support throughout the supply planning and implementation cycle, facilitating cost-effective efficient procurement, clearance, storage and distribution of supplies and equipment to implementing partners, in support of the country programme.

Assist in the Country Programme strategy planning review to recommend on supply requirements and to provide support in the preparation of Plan of Operations and Plans of Action.. Assist in the implementation of supply/logistics component of the Country Programme, including systems for storage and distribution of supplies to all project sites.

The incumbent shall also support the Emergency Specialist in emergency preparedness planning to ensure that sound logistics arrangements are in place. Contributes to the development and maintenance of emergency contingency stock lists, as well as to implementation of replenishment and pre-positioning strategies

2.Implement sound, accurate supply/logistics management systems, procedures and documentation as well as regular, accurate reporting to maintain the highest level of integrity, standards and accountability.

Ensure effective contract management of vendors/agents providing logistics and supply chain services to UNICEF Malawi. The incumbent shall oversee daily management of existing contracts for clearing and forwarding, warehousing and in-country distribution. This includes systematic assessment of vendor performance, regular benchmarking and monitoring of market conditions, and daily troubleshooting for smooth programme delivery.

Maintain effective working relations and contact with the Supply Division, Copenhagen, to confer on supply procurement and shipping policies and procedures. Advise the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintain link with Copenhagen on transnational shipments, deliveries, claims and appropriateness of supplies.

Establish and maintain a system of contact with customs and port/airport authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol.

Participate in the preparation/compilation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc.

Oversees the receipt, storage and issue of goods under control of UNICEF Malawi. Maintains information systems that enable regular and accurate reporting of inventory positions, stock aging and incoming pipeline.

3.Support UNICEF as well as Government capacity-building in order to enhance efficient, effective and timely supply delivery,

Assists in the identification of training needs, planning of training activities and their timely implementation, with an aim to strengthen national partners' capacity in supply chain areas that are critical to ensure improved access to essential commodities in the country. Undertake field visits to project sites and monitor inventory and supply inputs. Proposes corrective actions to improve logistical procedures used by partners.

4.Support the effective delivery of Procurement Services Supports the Procurement Specialist (PSM) in the coordination of all activities required for the provision of Procurement Services to national partners. Communicates with Supply Division to facilitate smooth supply of goods, and provides guidance to partners on the purpose, framework and procedures for UNICEF Procurement Services mechanism.

5.Collaboration and Partnership Coordinate with the Programme Section on supply planning, providing technical support on procurement specifications and supply administration as well as providing advice on supply requirements in the development of the supply component of the Country Programme.

Team with the Programme Section and other members of the Operations Section to facilitate procurement as well as efficient customs clearance, storage and distribution of supplies and equipment.

Assists the Supply & Logistics Specialist in the daily management of the procurement, supply and logistics functions within Malawi Country Office. Supervises the staff in the execution of procurement and logistics procedures, so that all transactions are conducted in line with UNICEF Rules and Regulations. Ensures appropriate documentation is available, and works with relevant players to streamline work processes.

Maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply and logistics activities, including distribution, and monitoring supply inputs and inventory.

When creating a resume you have your one opportunity to sell yourself to a prospective employer. It also represents the first opportunity which that employer has to find out about you, your knowledge, your skills and your attributes. With this in mind, it is important to look at your resume from the employer's point of view. Remember that they are likely to have more than a hundred applicants, so restrict your resume to just two pages if possible, and make it relevant. Tailor your resume writing to the specific job application.
A good resume will follow a familiar format. An employer will rarely look kindly upon a very different style of resume, although they will certainly notice it, for better or for worse. This is a judgment you will have to take depending upon the type of job, but it is recommended that a standard framework is adhered to in the vast majority of cases.
Keep it simple. Your full name, in bold, at the top. There is no need to add 'Resume' or 'Curriculum Vitae', as it should be obvious what it is. An optional section can follow this, your personal profile. This could be a positive statement of your skills and attributes, your career aspirations. Avoid clichés and buzzwords, and be aware that a badly presented personal profile can do more harm than good, so be careful with your choice of words and steer clear of irrelevant terminology.
One of the most important sections when creating a resume is the description of your current or most recent job, or your academic achievements if you are still at this stage. You need to engage the reader to demonstrate your competence through your achievements to date. You should try to tailor these specifically to the job for which you are applying, and avoid focusing on one single element. By appearing to overlook any demonstration of competence in other areas required by the application you could raise doubts by their omission.
Your employment history should follow this, in reverse chronological order, with the month and year of starting and finishing each job. This should be a compact summary of the responsibilities required by your previous employers, and you should ensure that there are no 'suspicious' gaps in your employment. If you were between jobs, travelling, or spending more time with your family, say so.
Your education and qualifications should also be detailed in reverse chronological order, the most important and relevant qualifications coming first. Be sure to include any relevant training, courses taken, or training by a previous employer, adding the date and the course title.
Finally, add your personal details, including full name and title, your postal address and full contact details, along with other relevant information such as whether you have a full, clean driving licence. You may be required to provide two references, and one of these should be your current or most recent employer, or your personal tutor if you have recently graduated.
